Transfer request: transfer picard to user phw

Snap picard is currently owned by me. I would like to pass-over maintenance of picard to @phw, who is already a collaborator.

Please can you go through the steps to transfer it the ownership to him?

Just a small correction: Could we instead of transferring it to my account transfer it to https://launchpad.net/~metabrainz-apps ? It will make it easier for us to share this with multiple developers. I have already given this account access to the snap as well.
