Ubuntu 18.04: device not yet seeded or device model not acknowledged

On a clean install of Ubuntu 18.04.2 (an ISO / USB I had hanging around). I ran “sudo snap install (something)” and got the error Error: too early for operation, device not yet seeded or device model not acknowledged

If I wait a few minutes I can run the command successfully. Is there some post-install delay we’re using to reduce load on the system? Can we investigate if there’s a better way to present this error maybe?

What is snap changes on this system ?

I’d have to re-create the state by doing a clean install. When do you want the snap changes from? Immediately on install/boot or after it sorted a few mins later?

After it gets itself sorted out preferably. When you have that also, the output of snap tasks <id> for all the change ids in snap changes would be good to see
