Wifi-ap snap deprecation

This is a notice that the snap ‘wifi-ap’ has been deprecated. The reasoning for this is that for the most common use cases on Ubuntu Core, basic WiFi access point functionality for device configuration and/or tethering can be enabled by installing the network-manager snap. For those looking to build a full featured WiFi access point using Ubuntu Core, the recommended approach is to use hostapd via snapcraft stage-package, or build directly from source (Ubuntu or upstream).
