Versioned track request for emacs snap (28.x)

Previously I requested and had approved a versioned track for the emacs snap, but didn’t end up going ahead with it at that time.

Recently I published the new emacs 29.1 release to stable but this appears to cause some issues for a subset of users (https://github.com/alexmurray/emacs-snap/issues/65) who need to stay with the old 28.x release for now.

Essentially, some third-party distribution frameworks for emacs are not compatible yet with the new upstream 29.1 release - as such, would it be possible to create a track named 28.x for the emacs snap which I can then use to republish the 28.2 revisions of the snap?
