Update docker snap to v18.09.x

Hello snapcrafters,

The current version of Docker in the snap store is 18.06.1. According to the release notes, version 18.09.1 should be the current stable release.

Are there any plans for an update soon?

I have filled a bug on launchpad since docker is maintained by canonical, according to snap store
