Transfer ownership of dcgm snap

Hi everyone,

I want to transfer the ownership of dcgm to Canonical. I believe everything is ready for the transfer.

The snap uses a hardware-observe plug. I think we also need approval for auto-connect. The justification for this is that the snap packs DCGM and DCGM-Exporter, and the main goal is to collect metrics for Nvidia GPUs. We need the plug for the snap to have access to the hardware information to collect all metrics.

I also request an alias for dcgm.dcgmi to be dcgmi, the command is used to manage Nvidia GPUs on a host.

+1 from me for granting dcgm auto-connection to hardware-observe interface and it is clearly needed to gather GPU metrics. Also +1 from me for auto-connection of the requested alias as I can’t find any obvious conflict.
