Track request for the tempest snap - 2024.2 and 2025.1

Similar to 2024.1 Track request for Tempest, I would like to request a 2024.2 track and 2025.1 track for Tempest snap.

(Note, this snap follows the OpenStack release, hence we will need to create new tracks from time to time).
