Track Request for realtime-kernel: 24-hwe

I’d like to request a new track, 24-hwe, for the snap realtime-kernel. This track should be in the private dedicated snap stores since LTS real-time kernels are behind Ubuntu Pro, similar to the existing 24 track. Let me know if you need any other details.
