I am a huge fan of Snaps and love them on openSUSE. What would it take to get the discover backend added to the Snapd repo? What could I do to help along with this process? I was using Kubuntu and I really liked how the permission settings were right there in Discover and now I’d really like to have that in openSUSE.

You can start by filing a bug for the discover package in https://bugzilla.opensuse.org and asking the maintainer to enable the snapd backend. AFAICT it should be possible to build the backend without requiring any additional libraries implementing snap specific support.
The only hurdle may be adding Recommends: snapd while the snapd package isn’t in the openSUSE:Factory repository. Anyway, the next steps would depend on the kind of feedback your bug report will get.
