Scheduling pre-download

I thought setting the refresh.timer would also limit when pre-downloads were downloading, but it appears not. I don’t want huge downloads to eat up all my R/W and network speed when I’m working. It brings my system to a standstill.

Until I find a workaround, can I at least expect snap refresh --hold to also prevent these pre-downloads?
