Request to transfer blueprint-compiler

Currently blueprint-compiler is registered by me. I would like to transfer the name to the upstream jwestman. He is there as my collaborator. And then keep me as a collaborator there.

@igor can this be done asap. The upstream is here. We should proceed on providing the software now.
