Request to allow snap-store to auto-connect to the system-observe interface.

snap-store needs to connect to system-observe to access the host os-release. This is needed to report the proper distribution to ODRS for reviews. For reference: https://bugs.launchpad.net/ubuntu/+source/gnome-software/+bug/1795702
