Request hardware-observe auto-connection for the network-manager snap

I’d like to request that the hardware-observe interface is granted auto-connection for the network-manager snap. This is needed for NM 1.10, which lives in the 1.10 track.

NM needs these capabilities in the initial probing it does to find network devices (access to /sys essentially).

I believe that 1.10 needs it, but can you describe why it needs it? (we might want to change another interface depending on the access)
