Request for a new “pc-kernel” kernel snap track - 24-hwe-edge

We already have a 24-hwe track which is used for the rolling HWE kernel in 24.04. The idea behind 24-hwe-edge is to use this to stage the upcoming HWE kernel there. So we have a place to test and prepare things before they get official.

Any update on this? Anything wrong or incorrect.
