‘reef’ named Track request for Microceph

Hey! With the latest Ceph release (reef) packages now being available on Ubuntu, The MicroCeph snap would need a new named track reef to publish MicroCeph based on the said release. We would continue to use the track quincy as the default for MicroCeph.
