Plug allowance request: `shutdown` for `mir-kiosk-kodi`

May we please have shutdown allowed for the mir-kiosk-kodi snap?

Kodi has “Shutdown” and “Reboot” buttons, which do what it says on the tin. If you deploy Frame with mir-kiosk-kodi as a turn-key Home Theater PC, it should be possible to have that control from Kodi directly.

It doesn’t have to auto-connect, I don’t think.
