Openstack: dot-local-share-juju personal-files usage

Good Morning

As part of the pivot of microstack to multi-node deployments, we’re rebasing our work in the openstack snap to signal this change in behaviour and the wider non-micro aspirations we have for the Sunbeam project that this forms part of.

This means that we need some of the same permissions that the microstack snap already has - for previous context please see this topic.

The current version in the review queue needs access to $HOME/.local/share/juju based on the same rational:

human review required due to 'allow-installation' constraint (bool) declaration-snap-v2_plugs_installation (dot-local-share-juju, personal-files)

Please could this be reviewed.

+1 from me - this is a core part of this snap now to manage juju based deployments and so requires the ability to read from and write to the local user’s juju configuration.

Given the delay in servicing this request, I have gone and granted it with just my single +1 vote but if other @reviewers disagree, we can revert it while discussing.
