New track for plotjuggler: humble

Hello,

Since the introduction of core22 Plotjuggler requires multiple track to keep supporting users of core20.

The names of the tracks should follow the ROS releases tied to the coreN number https://docs.ros.org/en/iron/Releases.html so I am requesting the “humble” track.

Note that this should follow the Simplified track request process for snaps with predictable cadence since every 2 years we know we will add a new core and add a new track with the naming based on the above releases webpage.

Thanks for the detailed description. Based on this I’m +1 on creating humble but as per our Process for aliases, auto-connections and tracks 2, we need a 1-week voting/discussion period to allow for any of the reviewers to chime in. So I’ll check back on the discussion and votes in a few days.
