New default track for network-manager and modem-manager snaps

Now with snapd 2.44 widely available, default tracks are supported in both store and client side. So we have set the default tracks for network-manager and modem-manager snaps as follows:

network-manager -> 1.10 track is now the default
modem-manager -> 1.10 track is now the default

These are the tracks for the snaps based on the Ubuntu 18.04 versions of these services (coincidentally both had the same upstream version number at release time).

This means that if you install now any of these snaps, you will follow the 1.10 track, without needing to use the --channel=1.10 option when installing.

This will not affect systems that had the snaps already installed and were tracking “latest”: any refresh of the snaps in this case will still download and install from the “latest” track.

If installing from latest track is desired, it can be performed that by setting --channel=latest when running snap install.
