I’m running snap lxd system container services without knowning strict confinement restriction. And I need to install gitlab-ce inside one of containers which requires sysctl access. But the only way is to do it is enabling --devmode. But I can’t stop previously running containers. Is there any way to enable --devmode confiment without breaking running lxd containers?
Sadly I don’t believe that’s possible, no.

@popey is correct it’s not possible to change confinement without reinstalling the snap unfortunately.
