How can I change UI font fallback priority?

I’m using GIMP from snap on Ubuntu 18.04.1

I put several fonts into ~/.local/share/fonts, which can be accessed by gimp with no problems.

However it takes precedents over default font fallback, so I’m having calligraphy font displaying Chinese characters, which is not reasonable.

This does not happen on Ubuntu native applications.

How can I give DroidSansFallback or NotoSans higher priority for a more reasonable display?
