This name has likely been reserved because there is a package in the Ubuntu repositories with that name so the store has blocked randoms from squatting on the name that isn’t rightfully theirs.
You can request the name as the rightful owner by filling out the form that it presents you when you attempt to register it. You need to write a short message that explains you are the rightful upstream maintainer and are requesting it on that basis. Once you’ve filed the form, the store admins will give it a looksee and hopefully grant you the use of the name
