EKS snaps new channel creation request

CPC team needs new channels and snaps for following EKS snaps:

kubectl-eks

kubelet-eks

kubernetes-test-eks

kube-proxy-eks

The channel version (and snap version) is:

1.26.15
1.27.16
1.28.15
1.29.15
1.30.11
1.31.7
1.32.3

ecr-credential-provider

The channel version (and snap version) is:

1.31.6
1.32.3

Please create that channel and build & upload the corresponding snaps (including arm64).
