Documentation packages attempt to access /usr/share/javascript, but fail

From launchpad.net/bugs/2032992.

Summary: Trying to open the openjdk-21 HTML documentation in a browser results in errors because it cannot load Jquery.

Question: Can we do something about it? Would it be acceptable to allow access to /usr/share/javascript/jquery or to allow the user to allow it?

I suppose whilst not really a doc, the appropriate place would likely be adding /usr/share/javascript/jquery to to System Docs interface. Alternatively it could be considered an exception for a system-files interface.

This would be a very useful change and will resolve openjdk issue, but we will still have some issues with the documentation.

For example dh_sphinxdoc[1] links to /usr/share/javascript/sphinxdoc and /usr/share/sphinx_rtd_theme/.
