Disable auto-connect to home for canonical-secscan-client

Hi,

I’d like to request auto-connect of the home interface to be changed to manual connect (disabling auto-connect) for the canonical-secscan-client snap. As per the specification we are working off, we’d like the user to have control of the connection to this interface when dealing the submission of vulnerable software artifacts.

+1 for manual connect of home for canonical-secscan-client - removal of permissions is non-controversial (assuming the snap documents this clearly for any users to be aware of so they are not surprised by this behaviour).
