Is there a manifest of packages that are used to create the core snap?

yes, we generate a manifest file with each core snap … i.e. https://code.launchpad.net/~snappy-dev/+snap/core/+build/48910
(for the auto-built daily core snaps there is http://people.canonical.com/~ogra/core-builds/ where you can find a link to the launchpad build (only for auto-built ones though)
there is also a file created inside the core snap during build time under /usr/share/snappy/dpkg.list
and if you check the source of ubuntu-core-meta at https://launchpad.net/~snappy-dev/+archive/ubuntu/image/+packages?field.name_filter=&field.status_filter=published&field.series_filter=xenial you can find the list that is used as input.
