Classic confinement request for "Apache NetBeans"

Well Apache NetBeans is a Java IDE. It touches keeps in connect with lot parts of the system as usual IDE-s, that’s why classic confinement is really needed. Thank you!

@evan, @Wimpress, @popey, @Igor - this snap seems to fit in with the other IDE snaps and therefore the requirements are understood. Can one of you perform the vetting?

I’m experimenting building images on Apache build grid now, so there could be a few automatic uploads. We are going to release NetBeans 10.0 at the end of the week early next week, I’d probably ask for a manual review for that then.
