Change track name for "tegra" and "tegra-kernel"

Hello,

The Tegra team is working on removing all instances of “igx” from our Ubuntu Core names, as it is only used on Jetson platforms and not IGX. We’d like to switch to the track name “22-jetson” for the “tegra” gadget and “tegra-kernel” snaps, instead of the current “22-igx”.
