Can't install snap in Linux Mint 20.3

Extreme newb here. I followed the instructions for installing snapd on Linux Mint. The first two result in the error message

“mv: cannot stat ‘/etc/app/preferences.d/nosnap.pref’: No such file or directory”

The second pair gave

"Package snapd is not available, but is referred to by another package. This may mean that the package is missing, has been obsoleted, or is only available from another source

“E: Package ‘snapd’ has no installation candidate”

I have no clue how to install a package from another source or where to find out. Could someone give me a steer, please?

FWIW, my ultimate goal is to install WoeUSB as a package, rather than having to track down its dependencies. When I tried, one of them was another program with its own dependencies; one was listed as being no longer available. (No idea which. It has been a busy ten days since then.)

while i have never seen mint from the inside, i guess this should be apt not app
