Build-attributes flag doesn't do what it does (no-install)

The docs state that there is a build-attributes flag called no-install which is supposed to prevent the install step of whichever build system you’re using for the affected part. Unfortunately no-install doesn’t do that Instead it is a no-op which, rather than causing no install to happen, allows the install to happen. This seems a bit wonky to me…
