Firefox uses libpci to detect the GPU to decide whether to enable the hardware-accelerated codepath for the rendering of web content.
When strictly confined as a snap, this requires additional permissions to query the hardware, hence the need for the hardware-observe plug. This was added upstream recently.
This is a request for the corresponding store declaration to auto-connect the interface.
