Accounts with published snaps, but that haven't signed the Canonical thingy can't login for the first time on snapcraft.io

Steps to reproduce:

  1. Create a new launchpad account
  2. Share a snap with this user
  3. Login into snapcraft.io using that user

Expected result: you get shown the legal stuff

Result I got: error

The only way to solve it is to go to https://dashboard.snapcraft.io/ to sign the thingy.

As of the beginning of the year this issue has been resolved so registration and login on snapcraft.io should work as expected!
