(49 days) Create new "amd64v3" track for "whisper-cpp"

Hello, I would like to request creating the “amd64v3” track for the “whisper-cpp” snap, which is used to host amd64v3-optimized builds that can speed-up CPU transcription on supported systems(in contrast to the builds in the default track which disables all non-baseline instruction set support).

In the long run we want to support amd64v3 in snaps “properly” which would make this unnecessary but that’s at least a year or two away so I’d say this sort of thing is a reasonable stop-gap.

Some points I’d like to bring up after the recent Snapcraft Clinic meeting:

  • The latest default track will still ship baseline builds, this track is merely for the users who have compatible hardware.
  • Additional tracks for different generations of the instruction set(e.g. amd64v4) is also planned.
