3.17 track creation for LXD

We’ll be releasing LXD 3.17 this week and so will need a “3.17” track be created for us to use.

Hello!

LXD is a frequent customer with good understanding of track usage, and this request is consistent with existing tracks, so per Simplified track request process for snaps with predictable cadence, slapping a +1 and I have created the 3.17 track.
