In looking at the 2.3 track we’ve had opened we decided we should also have a 2.4 track for the current release.
We’ve outlined our plan for tracks and the channels within here:
If that plan appears to be reasonable for Juju use we’d like to request a 2.4 track to go with the latest/2.3 we currently have available to us.

+1 - Juju releases occur in parallel and users should be able to easily switch between the different major versions.
+1 from me too, it’s consistent with the plan you posted and matches expected use cases for tracks (including judicious use of latest! thanks!).
