Track guardrail request: gleam

Hi Store Team,

I would like to request track creation guardrails for the Gleam snap, so that new version tracks match the upstream pattern as they are created. This will simplify users being able to use a fixed version based on particular upstream features.

Rationale:

Upstream versioning ships breaking changes across minor versions. This means users may need to pin a minor line and stay on it deliberately.
