It looks like Bug #1674193 “core snap's configuration hangs on debian | openSU...” : Bugs : snapd came back with 2.24 after the fix was merged into 2.23.6. 2.25 seems to fix this again. Looks very much like some hiccup with picking the relevant changes into the right release and we somehow missed it to have them in 2.24
