What was the previous version of the core snap on your Raspbian device before you were refreshed?
AFAIK, the snapd snap should always use xdelta3 from the snapd snap and not from the core snap. This is why it’s in the core snap 
(also moving this to the store category since that’s where folks knowledgeable about how the store handles deltas will see this)
