Should I be transparent to users when snap's publisher has changed?

Do I clearly require by the Snap Store policies (assuming it’s on, may varies on self-hosted ones) to say to the users regarding the transfer of snap name’s ownership, atleast on the description in the snap’s landing page on the store?
