ROS2 package fails staging "no rosdep rule for pkg"

The issue discussed in this thread should be fixed and the fix made its way to latest/stable since that time. No need to switch to edge. Note that you can clean a single part with snapcraft clean <part-name>. The same manner, you can find several tips and pointers in the snapcraft doc to faster iterate you snap development.
