New 26 tracks for network-manager, bluez and modem-manager snaps

Hello,

We need new tracks for the network-manager, bluez and modem-manager snaps, named “26”. This is for the new snaps based on core26, and follows the pattern we have followed in the past with these snaps, where we had 20, 22, 24 tracks.
