New 1.27 and 1.27-fips tracks for go-snap

Hi,

Please create the following tracks for the go snap:

  • 1.27
  • 1.27-fips

These correspond to the newly released Go 1.27 toolchain (normal and FIPS variants). We maintain the current and previous major versions; this request adds the tracks for the new current major 1.27.
