Can multiple instances of the same snap but in different tracks be installed simultaneously? For example, one may want to install both the latest and insider track of a Microsoft published snap to try both at the same time, is it currently possible?

This blog post and docs cover the feature. It should work, yes. However some applications are not designed to have multiple versions in parallel. In addition installing multiple instances of a snap using is not currently supported.

If you were referring to classic snaps, that is now supported in snapd for a while, but the whole feature of parallel installs is still experimental.
Edit: I updated the docs to mention classic snaps and what version we supported it in btw
