Dotnet-sdk snap is always refreshing

Hello snapcrafters,
I have recently installed the dotnet-sdk snap and everytime I run snap refresh, dotnet-sdk is always refreshing.

$ snap refresh
dotnet-sdk 2.2.103 from Microsoft .NET Core (dotnetcore✓) refreshed
$ snap refresh
dotnet-sdk 2.2.103 from Microsoft .NET Core (dotnetcore✓) refreshed
$ snap refresh
dotnet-sdk 2.2.103 from Microsoft .NET Core (dotnetcore✓) refreshed

It’s the only package that do that for me, is this normal behaviour?

I’ve also noticed this problem with this snap, does anyone know what causes it? I haven’t seen this behaviour with any other snap, even other Microsoft ones such as azure-cli

I have the same problem with the openstackclients snap.
