Autoconnect network-manager-observe for the snap-store snap

I’d like to request autoconnect of the network-manager-observe interface in the snap-store snap. The new flutter based snap-store (in the preview track) uses the connectivity_plus dart package to determine online status, which needs to be able to observe NetworkManager via DBus.

+1 from me - this is standard functionality for the snap-store snap.
