Auto-import doesn't work with uc18

I built a custom image and created a system-user assertion accordingly (follow the description on https://docs.ubuntu.com/core/en/guides/manage-devices/). If the image is uc18-based, the auto-import won’t work. Also tried a uc16-based and it works fine. Should I do any extra steps for uc18?
My first guess is that on uc18, snapd is a standalone snap and the udev rules which triggers the auto-import are not in the rootfs, right?

A fix for this should be landing into core18 soon,
