Auto connection of network-setup-control for Microovn snap

The microovn snap has recently been expanded to use netplan to configure and bring up interfaces for BGP enablement. This in turn requires the network-setup-control interface so it has permissions to write to certain privileged directories such as /etc/netplan. Currently, not having this could lead to blocking further BGP work especially in regards to the MicroOVN charm.

I’m requesting for the network-setup-control interface to be automatically connected on behalf of the OVN team (myself, @fnordahl @mkalcok and Matteo Perin). If you have any questions or concerns on this matter I will be happy to answer them.
